[Dragaera] A Pack reaaly makes a diffence?

How can Loiosh commicate to Vlad, and with Morrolan in _Dragon_ around 
page 65ish and other books but Rocza never once talked to Vlad and 
always to Loiosh, didn't Vlad make a pact with both Loiosh AND Rocza. Is 
it because Loiosh was hatch and Rocza was born than made a pact.
