To clarify:

Morganti weapons *in general* were created to end war.

The seventeen *Great Weapons* were created to oppose the gods.

While the Great Weapons are a subset of morganti weapons, they are made 
with a more specific purpose in mind.

So both explanations can be true, with no conflict.
