To the best of my recollection, the Serioli said no such thing, and
that it was Kragar who offered that particular story - and that it had
worked "among the Serioli".

The Serioli says that some of his people desired divinity and fashion
weapons to find and destroy the Lords of Judgement &c. Which is in
accord with what Sethra tells Vlad in /Issola/.
