Few people witnessed Tortaalik's death - probably Sethra, Aliera,
and Khaavren, maybe Mario.  Maybe Sethra and Aliera offed him.
It's quite possible Mario is just a guy - a friend of Aliera's
willing to accept a little notoriety, or perhaps a few whispers
in elite circles - maybe few Dragaerans even know about the
Mario version of Adron's disaster, or any other version of T's death.
Maybe when the Phoenix guards say "Mario did it", Kragar did it.
Kragar could easily be the best assassin ever.

More conventionally argued, Khaavren might be looking for him,
but not very hard - why bother?  Zerika wouldn't bother, since
it was all for the best, and anyway she wouldn't want to hurt Aliera.
