But what does that have to do with the cycle? It's the cycle that controls 
who rules the Empire, not the other way around.

It would be more correct to say that during the Interregnum, there was no 
ruling Emperor. 

According to the Cycle, Phoenix was still at the top of the karma chain, 
and if there HAD been an emperor, he would have been a Phoenix.
