I think you are thinking of the scene in /Paths of the Dead/, where
the Lords of Judgment are discussing the fate of the House of the
Phoenix .  On pg 179, according to Amazon search inside.

"The breeding of humans is your domain; I cannot explain why two that

As I recall, the one they were trying to explain it to was Ordwynac.
