I'm inclined to agree, although I'll point out that:
1.) Just because reincarnation is mundane to Vlad & co. doesn't mean
it's mundane to everyone else. Are there indications that the average
Dragaeran on the street knows what happens to souls once they arrive
in the Halls of Judgment? How about Easterners? Vlad is privy to a lot
of knowledge most people don't have (Sethra Lavode's real character),
albeit astonishingly ignorant about some things too.
2.) Dragaerans don't have immortal souls. Or at least, it's unknown
whether their souls are immortal or not, since no one knows what
happens when you got Morganti'ed. I wouldn't be all that surprised if
someone made up a religion purporting to know of an "after-afterlife"
for souls that have been destroyed. On the other hand, Dragaerans
don't seem to have as much predilection for making up religions as
humans do, so maybe not.
