Sethra need not have free will to still be free of limitations imposed
by godhood.
Perhaps she felt she could more effectively guard against
"those-who-should-not-be-named" if she disdained pigeonholing herself
into a set (and therefore predictable) Aspect?
Sethra certainly seems to imply (when discussing the nature of Great
Weapons with Vlad) that she believes in some sort of fate, so whether
she believes in unlimited free will, partial free will, or no free will
is certainly debatable.
