Pel. Because while he would not tell the truth about what the Empress is 
up to, his comments might give the reader - if not Vlad - some clues. He 
may also become important as the endgame of the Jenoine's plots plays 
out. 

Oh, a prediction. It will be Pel who places The Final Contract.
