Only those actively maintained by Sorcery and similar energies.  
Presumably, the memory blocks between lives are permenant, not actively 
maintained magic, or they'd have been affected by Godslayer's cut (or 
alternatively, Vlad hasn't targeted the right source, I guess -- he blew 
away the memory blocks by touching Verra's idol and GS at the same time, 
so this presumably worked by targetting on Verra).
