She is described as such by Sethra in Issola. As a note, she used that term
for Vlad's sake, in order to fit Teldra into a frame of  reference that Vlad
would understand. You are thinking of Arra, the priestess whom Morrolan met
in Blackchapel, and may have been the head of his circle of witches for a
time.
