Her social conscience was already developing in /Yendi/, when she
first met Vlad. She was outraged at the idea of the mighty Dragaeran
Empire casually conquering "her" people - Easterners. It isn't much
of a jump from there to thinking about how the Empire exploits its
weakest and most vulnerable members, and from there to looking at how
her husband exploits those weak and vulnerable members as well, and
feeling conflicted.
Therefore: indeed, qualms.
Don't ask me how she reconciled her profession with those qualms.
Perhaps she justified it to herself that those she killed were evil
and exploitative people. Or perhaps she considered her social works
to be sufficient reparation for her deeds.
