Ah, but that's because Devera has not been born yet. She has reached
the age in her future where she is comfortable skipping around through
time and space. However, she will be born eventually, and I think it
is safe to assume that infant-Devera and toddler-Devera will exist
linearly until she reaches at least her thirties or forties - when she
will appear to look like a nine-year-old Easterner. And in that time
period, Vlad Norathar will be growing at a much faster rate, reaching
adolescence and adulthood while toddler-Devera is still getting the
hang of walking and lugging around stuffed toys (or possibly even
before she is born - we don't know how far in the future Devera's
birth will be).

Well, perhaps. Yet I wonder why we always see her doing all of this
bopping around in time as a preadolescent, and never as someone older.
Might it be that she will lose the ability when she gets older?
I disagree that it would be Cool. It just feels wrong as a romance.
However, a platonic partnership, with adventures ("Through Time and
Space with Devera and Vlad Norathar!"), might be funny in some ways.
