I beg to differ. /Issola/ mentions it a couple of times, and I believe 
Vlad comments on its existence in /Jhereg/ as well.

We also learn a woman named "Surril" has apparently taken over Arra's 
duties by the time of /Issola/.

However, this seems to be clearly defined as a different function from 
what Teldra did.
