The kid might have a thematic significance, rather than being secretly
someone important.

In /Issola/, just before Vlad's famous line about generalizing from
one example, there is this exchange (Teldra has just been discussing
young Issola):

Teldra: "What about young Easterners?"
Vlad: "Brash, cocky, and convinced we can beat anything that walks,
flies, or swims, and that we know all the answers to everything."
Teldra: "Rather like Dzur, then."
Vlad: "I guess. I'm generalizing [&c]"

Anyway, it seems appropriate that in the book /Dzur/, Vlad should meet
a young Easterner who is as brash as a Dzur (reminding him of himself
at that age), thus demonstrating the generalization of that one
example.

Or something like that.
