Well, lack of evidence proves nothing, but it does leave the possibility

Like so many things about Sethra, we have no idea when or how she 
obtained Iceflame. She's had it at least since she appeared at 
Tortaalik's court right before Adron's disaster (and likely for much 
longer) but we have no specifics beyond that.

My guess is that,as Iceflame is linked to Dzur Mountain, she's had it 
for as long as she has lived there... Which has been hinted at as being 
pretty much all of recorded history
