It was revealed that this was the Consort, Noima. (Presumably because 
she was jealous of the attention given to Aliera by Jurabin).

At least, that is what Daro says to Noima on the balcony during the 
conversation that Khaavren overhears--but Noima does not dispute the 
assertion (pg 253-4, pb).

Reading the passage, I take this simply as his way of saying "I have a 
sword, and I am tolerably well acquainted with its use."
