[Dragaera] "Younger than I am"

I recently speculated on Tukko's possible demonicity (and the conditions
that bind him) in the wiki at
http://dragaera.wikia.com/wiki/Speculation:Tukko

It also brings in the question of how the gods are "bound", since Sethra
brings it up.  I seem to remember other places too where it's remarked that
the LoJ are not permitted to interfere in the affairs of the Great Houses,
though I don't know who enforces that.

It's also obvious that Verra is the one who is most fond of bending that
rule.
