Illegal in dueling doesn't mean illegal to manufacture.
Felons? You mean those guys on the Executioner's Star? Not much market there, they don't tend to pay very well.
Well, I suppose you could always go through their clothes and look for loose change.
Underage? Vlad bought his when he was like 14. (To a Dragaeran this is like an infant.) And if there were age limits, he wouldn't be allowed to carry the thing, let alone purchase it.
I suppose his shop could be a cover for an illegal game of Shereba in the back--but if every single Jhereg shopkeeper has an illicit card game in the back, one has to wonder why they would bother with a cover business at all. And Vlad probably wouldn't buy a sword from somebody just running his business as a cover anyway.
