I don't know, but as I recall /Orca/, Vlad seems to see what
our banks do as synonymous with the Orca, so maybe they've
got a monopoly and protect it.

Also you have to trust a bank you save your money in, and
maybe no one but Jhereg would trust Jhereg that way.  You don't
have to trust a pawnbroker much.

I doubt we have any evidence.  However, why doesn't everybody
tithe to the Organization ("paying protection", as we call it
on this plane)?  Presumably because they can defend themselves
or the Imperial Guard can defend them.  I think you may be right
if you're assuming that neither of those applies to Handless
Jhereg.
