And, of course, we have the example of Vlad's father -- who bought his
way into the Jhereg, but never joined the Organization.

And as a Dragon, he seems unlikely to engage in whatever non-dangerous
activities are open to non-Organization Jhereg -- and no, it doesn't
seem unlikely that he would have voluntarily joined the criminal side
of the Jhereg.
