Which reminds me:  the Right Hand controls illegal brothels.  The
tags, presumably female, appear to not be considered members of the
Right Hand, and they're probably not Left Hand either, since if they
could sell illegal sorcery instead of their bodies, they probably
would.

So I would guess that either the Right Hand has a lot of females that
Vlad doesn't acknowledge, or they're Neither Hand.

They might well be considered Neither Hand because they're low-level
employees who aren't enforcers or collectors.  Come to think of it,
the Jhereg who run the front shops (like the herb shop fronting the
shereba game, fronting Vlad's and now Kragar's office) might also  be
considered "not in the Organization".

Another thought:  Jhereg might run the legal brothels, and drug and
gambling establishments, and while they pay their taxes, and not pay
to the Organization, they might  well be upscale places that make
money off of a more exclusive and wealthy clientèle.  However, they
might steer the poor individuals who don't really fit in their
high-class establishments to the seedier places run by the
Organization.
