Wouldn't need to be the entire court--just one stool pigeon (stool jhereg? stool teckla?) to turn Imperial Evidence against the rest.

The smart Jhereg never write anything down, anyway. Except Kragar, apparently, who is always very careful.

Would an Iorich Emperor be likely to be satisfied (or fooled) by just a couple of patsys?

This is not to say the other Houses political influence might not keep his investigation in check, to some degree.
 
After all, in a Jhereg reign, the corruption is likely to spill over into just about all of the Great Houses--it would have to, otherwise those Houses wouldn't have any power or influence with the Jhereg Emperor. The Houses that flat out refused to "play ball" (The Lyorn and Iorich, say) would likely be frozen out of the political process during the reign of the Jhereg.

True. But, unlike the Lyorn, the Iorich are more interested in Justice than Tradition.
