I would put forward that witchcraft, while one of the first systems of magic 
created by humanity nevertheless was a system of magic created by humanity, 
and that magic had existed prior to that in its un-systemized form.  Perhaps 
Elder Sorcery is just a means by which an individual may directly 
experience/interact with the magical energy of the universe without the help 
of tools and rules.  Kind of the way spirituality is different to religion: 
one is a direct, personal opinion/belief based connection to the divine, 
whereas the other is an established institution that sometimes attempts to 
devalue the individual connection in favour of specific doctrines and dogmas 
that it advocates.

That would explain why one family on Dragaera in particular is skilled at 
accessing these forces innately, in much the way that spiritualists or seers 
would often describe the ability being passed down from generation to 
generation...

Furthermore, if Elder Sorcery seems a bit like a rather unabashed form of 
Chaos magic, well, consider what would happen to the innate magic of the 
universe (and our ability to interact with it) if you happened to live on a 
planet where what seemed to be the formulating energy of the universe itself 
seems to have somehow concentrated and manifested as a sea of raw chaos.

Consider also how "To Reign in Hell" connects (because they all connect) to 
Steve's Universe.  This is a planet where flux has been contained, but where 
it seems to have gotten some sort of controlled access, ie a breach in the 
walls that cannot be repaired, to the created universe.

If all magic was originally the manipulation of flux, as in To Reign In 
Hell, then Elder Sorcery is the magic of the angels, and Dragaerans, ie, 
humans, are just much lesser forms of angels with little to no ability to 
innately access the magical capabilities of flux.  Thus, it's the oldest of 
all magics, for it was the first magic that Yahweh used to combat being 
re-absorbed by the sea of flux.
