"Everyone on the Jhereg Council who objects to forgiving Vlad and letting
him live" would certainly be a challenge (and might require killing a
number of replacement members in addition to all the current slate).  He
hasn't, to date, believed it to be an conceivable/avhievable goal, but I
think he may be underestimating himself.
