The exact pieces needed to reconstitute Godslayer is a debated issue. 

Some favor the "any pieces + Spellbreaker will do" theory.

Others say it must be 100% the same as it was, right down to Teldra's soul specifically being integral to the makeup.

As far as time travel goes, SKZB has generally stated that he does not believe he has included any actual time-travel elements in the books. (Forgive me if I'm mis-paraphrasing here, I can't recall the exact quote of this previous discussion) but that time can do "funny things" in regards to the Paths of the Dead, Verra's Halls, and in relation to the gods in general. 

This has resulted in seemingly "impossible" situations such as Devera reporting the news of Aliera's birth (her own mother) to Adron in TPG.

It's in one of the Viscount of Adrilankha books, /Lord of Castle Black/, I believe, about midway through. Just a private chat between Sethra and Tukko that Paarfi seems to have way to much information about.
