That is entirely possible. But not probable.  It WAS Verra's blood in  that 
vial.  Morrolan is part deity. Besides  Vlad would reject Godhood  just on 
general principles....He's a contrary bastard.  Unless he becomes a  God and then  
uses Godslayer to remove those Aspects of Divinity...once  again just to be a 
contrary bastard.
Vlad has been the Ultimate outsider since before the beginning of the  
Empire(Dolivar). Jhereg may play within the polite society of the Empire but for  
all intents and purposes they are all outsiders like any other  criminals
