At one point in /Dzur/, Vlad is following the runners delivering payouts to the left hand in South Adrilankha, and then follows them back to their homebases.

One of them goes into a haberdasher.

"I didn't follow him in, because I didn't want to be seen, and I already had a hat."

So, yes, Sandor wore a hat. No doubt an integral part of the "brilliant disguise".
