[Dragaera] Night Vision

In a true night situation -- without the constant muted light from the Overcast, with only starlight and (possibly) some moonlight -- Vlad has outright sucky night vision.  It's when he's wandering around the Empire, sneaking up on Dragaerans (which, if Vlad thinks he's got good night vision, might have -really- sucky night vision) that he thinks he has good night vision.  Or perhaps he just thinks he has good night vision (when he's really in a middle- to low-light scenario) until he gets into a real night scenario.
