We may have in fact seen that tacitly - but anywhere threatened gets 
covered by teleport blocking spells - how high up they reach, and how easy 
it is to send to coordinates x, y on the surface plus z large enough I 
don't know.

Vlad fears this in _Dzur_.  And it's not any different from any projectile 
spell far as I can see, with inherent difficulties about aim, defensive 
spells, and messing up the Milieu.

Vlad says in _Phoenix_ he doesn't believe it's possible to teleport 
someone involuntarily.

I think I'm missing something here.  And see _Orca_, pg. 165, where Kiera 
discovers a teleport monitor.

One would need a staging area under one's control, having alerted the 
enemy that you've put a bunch of materiel there.
