Perhaps. Certainly the Cycle verse focuses on the corruption of the
Jhereg. OTOH, as mentioned, the Organization didn't formally exist
unless Vlad got his history wrong.

I assumed that Dragaerans wanting to join the House had to buy in as
well. Out-of-luck nobles might find it easier to borrow money to buy
the title, of course that'd obligate you more to an individual Jhereg.
I assume that someone kicked out of e.g. the Dragons loses whatever
title they had from the Dragons; without joining the Jhereg you might be
a citizen, but not a noble, and also not eligible for marriage with
anyone.
