Something that the Teckla Poncer said in chapter 5 caught my attention:

"That's good to know," I told Poncer. "Who else sees the Empress? Does she have a Prime Minister?" 
"No," he said. "Well, some say she does, but it's a secret."

The last time we know of that Zerika *did* have a Prime Minister was at the end of /Sethra Lavode/, when Pel was appointed to the position. 

There's another reference, during /Orca/, where Sethra is talking about who heads the Special Task Group where she mentions in passing that there is no Prime Minister. 

Now, there are rumors that there "may be" a "secret" Prime Minister... Which seems very much like something Pel would do. Weilding power from behind the scenes. 

I wonder what the story is here, and whatever has happened to our old friend Lord Galstan?
