I see three possible reasons, that could also work in combination with 
one another:

1) He agreed with Vlad's assessment that the individual should not 
pollute the world any longer, so was willing to take it on as a charity 
case.
2) Kragar agreed with Vlad's assessment and was willing to either talk 
Mario into taking it as a charity case, or else supplementing the amount 
of money paid from his personal funds.
3) Kragar simply lied to Vlad about the amount of money involved, in 
order to make it fit with his other lies.
