Following that line of reasoning, we might also suspect the
Necromancer, since her abilities are concentrated in that area,
according to textev in LoCB and elsewhere. And Vlad likes her.

Personally, I'm inclined to side with those who feel this question
doesn't demand much examination. But then I also feel Vlad wouldn't
require all that much persuasion to narrate his life. It's not like
he's never done anything else incautious. And, really, what's the
risk? The Jhereg are already after him. He has high-placed friends in
court, and he's performed great service to the Empire, so I can't see
the authorities being in any great rush to bring him to justice -
especially considering the short lifespan of Easterners, from the
Dragaeran perspective.

There's a big difference between wandering around town saying "hey, I
kill people for money", and whispering your memoirs to an unseen
confessor.
