Because it's a principle of Brust's writing that nothing in the world is 
quite as a reader of generic fantasy would expect. For an easy example, 
The Necromancer. She doesn't spend much of her time on-screen talking to 
the dead, animating undead, or any other normal "necromancy" things. She 
deals mostly with other planes, which in Dragaera seems to be closely 
connected to the living or dead sate of souls, hence her title.
