Even if nobles inexplicably prefer to use flashstones to hunt deer, I 
can't imagine Teckla do.  To say nothing of Easterners, and Eastern 
armies during the Interregnum.  I'm pretty sure you're going to be 
stuck with "The Cycle doesn't like it" as an explanation.
