We don't need an arsenal each.  We need one arsenal per neighborhood, in 
case we need to call out the militia.  But the real answer is, we don't 
need arsenals, we want them.  They're fun.

May I ask what exactly you consider an arsenal?

For a criminal who intends theft by intimidation, the weapon need not 
function properly so long as it is sufficiently intimidating.  However, 
in an environment where potential victims may fight back, trying that is 
likely to be swiftly fatal.  Dragaera doesn't strike me as a place where 
bandits can expect to practice their trade with threatening witticisms 
alone.  SOMEONE would call their bluff, whether an Athyra wizard ("Your 
flashstone has no aura of power, sir!") or an arrogant Dragon ("Death 
before tolls, be it mine or yours!"), or a heroic Dzur ("Alone against a 
bandit horde with flashstones!")...
