I had assumed that the Cycle takes care of such matters, not actively but 
simply as a function of physics as it were.

If Devera can interact with Vlad, it can't be that hard for the Cycle to 
manage to find a Phoenix mate for Zerika - not sure how It plans to solve 
the rest of the problem.
