If memory serves (I'm on vacation and don't have the books with me),
the LoJ discuss this very issue in the Piroiad. I think Ordwynac
suggests the lack of Phoenix males means the Cycle is broken, and
Verra says something about his not understanding the nature of the
Phoenix.

Of course that could just be Paarfi writing whatever sounded good to
him at the time; but perhaps we could imagine that he consulted some
Athyra mystics or the like, who told him "oh, Verra says it'll all
work out".
