I guess I've always read this bit as saying there are "more Easterners *being born into* the world", based on the context that Vlad is talking about in this passage. (He's talking about the fact that there are fewer souls waiting for reincarnation at any one time.)
I doubt that even most Dragaerans really know how many Easterners there are vs Dragaerans outside of the Empire itself. Nor how much of the habitable surface of the planet the Empire or the Eastern Kingdoms even takes up.
Just seems like this analysis may be trying to make too much stew out of one oyster.
