The copyright of letters is a complex and murky topic -- and a lot
depends on context.
Moreover, I would argue that quoting sufficient from a letter (as is a
common practice in any case) to the public in order to make a
comprehensible reply is fair use -- even if this involves/requires
quoting the entire letter.
