It's likely most of the money that a Dragon reign uses come from the spoils of conquest, more than taxation of Imperial citizens. That's a great solution for an Empire, so long as there are wealthy nearby areas that you can expand into (Elde Island? Greenaere? The East?). Ultimately, however, it's self defeating. Just look what happened to the Romans.
