IIRC from Issola, they are stabilized with trellanstone (i.e. the Orb).
The Jenoine were stabilizing theirs in pretty much the same way.

The great Sea predates the orb and trellanstone doesn't seem to
stabilize things all by itself (discussion in Issola).  Something or
someone is preventing two seas of Chaos from wiping out the world.
Removing one of the likely candidates is worth a thought or two at
least.
