Dragons are one of the really noble houses, rather than nominal gentry;
I'd guess the Dragon Treasury comes from a collective form of the widespread
Dragon landownership and taxation of the peasants.  Dragons are wealthy
because they collect lots of rents, possibly from lands acquired in
recent or ancient conquests; this is very different from the Empire
being particularly wealthy under Dragon rule. Like as not Dragon reigns
impoverish the Empire as often as not, spending wealth on now-return
military adventures.

At a guess wealth builds up during the middle class Reigns and gets
frittered during the noble ones. Vallista, Orca, Teckla, vs. Phoenix and
Dragon, among others. Not really enoug info to be more specific.
