In Spain tipping is not compulsory, and it is only used in exceptional
circumstances or as a display of wealth by upper classes. I live in UK now
and when I go back and tip the staff themselves look at me like I am out of
my mind.

Now, Spain is not at the level of say your average south american country,
but the level of publicly known (I would go as far as saying 'flaunted' at
times) corruption in the political class would make your average West
citizen puke.

Maybe it was an inverse correlation? :)
