That appears to be what *humans* do, given half a chance.  Constant
vigilance, and strong checks and balance, seems to be the only thing
that can keep it somewhat in check.

Well, or Lensmen.  But that only works if you have a guaranteed supply
of absolutely incorruptible philosopher-kings available.
