I was thinking...
If it is wrong for Issola and Teckla to be together...And Vlad mentioned the cat-centaurs.   Could the  Jenoine have created the cat-centaurs from human and dzur/tiassa genes...and then in the next try turned off more of the dna to get a two-legged human-like dragaeran.  
 
Or maybe houses shouldn't be together because it messes up the Jenoine experiment and the children could have more of the animal dna turned on.  For example, a Tiassa and a Dzur "human" have children that are cat-centaurs.
