I think it's a racial comment; or rather, a comment about both class
and race. After all, the comment about scars must also be true for
Greenaerans and (presumably) Elde Islanders.
I get the impression that almost all Dragaerans know the basic,
low-level healing stuff - using the Orb as an eternal antibacterial
band-aid, as it were. This follows from the description of Savn's
chant against the Imps of Fever - I think it follows that even Teckla
have antibiotic sorcery, even if they don't know exactly what it is
they're protecting themselves against, they're still doing it. This
also follows from the fact that only the Easterner quarter stinks;
even the Teckla in other poor areas know the sorcery to kill off the
bacteria that cause decay and bad odor. And reasoning from there that
they also have the basic sorcery to knit their skin together
seamlessly is not much of a leap. I think.
That's hardly Morrolan-level sorcery, after all.
