Word choice, I'd imagine. For the most part, a person from our world viewing 
a portrait of a Dragaeran, with no other context, would "see" a human being; 
possibly with some unusual physical characteristics.

"Fey looking" would seem to be a broad hint by Ms. Bull that it is, indeed, 
Devra and not some random little girl.
