The world we know as Dragaera is based closely on an RPG Steve played for
quite a while before writing Jhereg more than a quarter century ago(1).
Because of this, there is a whole host of history, backstory, and future to
the world that Steve has at his disposal.  Some bits and pieces are revealed
in each subsequent novel.  Steve has said that it wasn't until Teckla that
he had to admit to himself that he was writing a series(2).  Not that this
dispels your theory in any way.  It just points out that the first two
novels may not fit as well into that arc. Wo, yes, there has long been a
sense that we are getting episodes of a much larger story.  Steve has said
that unless he dies or gets bored with Vlad, he will write one book for each
House, plus _Taltos_ and a book he's called _The Final Contract_.  Much
speculation has been bandied about here on who the target of the titular
contract might be.

Note also that Steve has clearly incorporated elements into the novels that
would not have occurred to him to include before he wrote the first one.
There are and have been surprises for the author along the way.  This is A
Good Thing.
